What is infrastructure? Will

I came across this meme that encapsulates Edwards' assertion that infrastructure has become a "slippery term, often used to mean, essentially any important, widely shared, human-constructed resource." (p. 2-3)

The "is this a butterly" meme but the person reads "media scholar," the butterfly reads "literally anything," and the bottom text reads "is this an infrastructure?"

 

Having a quick dig through Google scholar, I can see his point.
